The Difference Between Cocoa Powder and Cacao Powder

Grocery shelves now carry both “cocoa powder” and “cacao powder,” often sitting side by side, and the labeling makes them look almost interchangeable. They are related but meaningfully different products, and mixing them up in a recipe can change more than flavor.
The starting point for both is the same: cacao beans, fermented, dried, then ground into a paste after the fat-rich portion is largely pressed out. Cacao powder is the more minimally processed of the two, typically made by drying and grinding beans at lower temperatures to preserve more of the bean’s natural compounds and a raw, slightly more bitter, more acidic flavor. Cocoa powder undergoes a full roasting step, which mellows and deepens the flavor into the more familiar, rounder chocolate taste most people associate with baking cocoa, at some cost to the delicate compounds that survive better in less processed cacao powder.
A large share of commercial cocoa powder also goes through an additional step called Dutch processing, or alkalization, where the powder is treated with an alkalizing agent to neutralize its natural acidity. This shifts the powder’s pH from roughly 5.3 to 5.8 in natural cocoa up to somewhere around 7 to 8, softens harsh or bitter notes, and darkens the color toward the deep brown associated with products like Oreo cookies or devil’s food cake. The tradeoff is a somewhat muted flavor intensity compared to natural, non-alkalized cocoa, since some of the compounds responsible for cocoa’s sharper notes are also affected by alkalization.
This acidity difference is exactly why cocoa and cacao powders are not simply interchangeable in recipes that rely on chemical leavening. According to baking chemistry guidance from Iowa State University Extension and Outreach, natural, non-alkalized cocoa is acidic enough to react with baking soda, an alkaline compound, producing the carbon dioxide bubbles that help a batter rise. Dutch-processed cocoa has had that acidity neutralized, so pairing it with baking soda alone typically will not generate the same lift, which is why recipes built around Dutch cocoa usually call for baking powder instead, since baking powder already contains its own acid and does not depend on an acidic ingredient like natural cocoa to activate. Swapping one type of cocoa for the other without adjusting the leavening can leave a cake dense or, less commonly, give it an odd soapy aftertaste from unreacted baking soda.
Regulatory definitions reinforce this same distinction from a different angle. FDA standards of identity under 21 CFR Part 163 separately define cocoa, breakfast cocoa, and related products by their fat content after pressing, reflecting the same underlying processing differences that separate cacao and cocoa powder in everyday use, even though the raw and Dutch-processed distinction is more of a market convention than a strict federal category.
Nutritionally, cacao powder generally edges out cocoa powder in retained antioxidant compounds and some minerals, simply because less processing means fewer of the bean’s original compounds are broken down or removed along the way. Cocoa powder still carries meaningful nutritional value, particularly fiber and some minerals, but it has traded some of that raw potency for a milder, more baking-friendly flavor and better solubility.
Telling which one a recipe wants usually comes down to reading the leavening agent. If a recipe calls for baking soda and does not also call for a separate acid like buttermilk or vinegar, it is almost certainly written for natural, non-Dutched cocoa powder. If it calls for baking powder, or for both baking soda and an added acid, either type will typically behave predictably, though the ingredient list itself will often specify “natural” or “Dutch-process” directly when it matters.
